Ideas for new laws to solve problems

In past societies, laws were written and promoted to represent knowledge about the ideal state. In more modern times the quest for idealism required enforcement to be coupled to the law. The lesson of the twentieth-first century will no doubt be that unless law enforcement is balanced with humanitarianism, societies will deteriorate under cruel despotism. The hidden irony is that there is no ideal state, but there are decent states.

The United States government was formed under the auspices of this balance between idealism and humanitarianism. US laws should never represent ideals, but rather practical guidance of the public toward long-term liberty and unbounded prosperity.

With that philosophy in mind, laws should be proposed that best harness human nature to serve the welfare of the state. Laws that provide maximum esteem and incentive to every person will drive the state to its only true ideal.

The moral truth behind this philosophy is twofold. The first part has already been given much attention: Everyone should have equal protection under the law. The second part is relatively new: Society should be equitable; that is, everyone should get what they need and have access to what they want.

What proposals for laws will promote morality without sacrificing human dignity due to imperfection?
